Topic: The Obesity Epidemic
Honorable Chair and Fellow Delegates, The Spanish Health Ministry has released a study showing that the number of overweight and obese people in Spain has doubled over the course of the last 18 years. The Ministry began a study in 2003 in which, of a random sample, 13.6 percent of people were obese and 38.6 percent of people were overweight. The Socialist administration will use this information as part of its Nutrition and Obesity Prevention Strategy, or NAOS. The NAOS calls on the processed foods industry to reduce the sodium content of their products by 10 percent. The plan also calls for schools begin nutrition lessons and to not offer unhealthy snack foods. Other country like France passed a law banning soda and snack seling vending machines from public schools and misleading television and print food advertising. France also put in place 1.5% tax on the advertising budgets of food companies that did not encourage healthy eating in 2005. Spain may want to pass a law with ban seling some unhealthy food either.

Topic: Development and Pollution
Honorable Chair and Fellow Delegates, Pollution of the Mediterranean Sea from raw sewage and wastes from the offshore production of oil and gas; water quality and quantity nationwide; air pollution; deforestation; desertification. The holm oak and the Dehesa desert are under threat. An invasive fungi called phytophthora from Australia found its way to the Dehesa causing a disease known as sudden oak death, aided by drought, several insects and other fungi. The biodiversity based around this habitat could be seriously affected. Extensive forests are now limited to northern Spain because of centuries of unplanned cutting. Fires cause a loss of 700,000 to 1,000,000 hectares of forestland each year. With more than 8,500 plant species, Spain has the richest vegetation in Eorupe. However, the government has begun a reforestation project. An average of 92,000 hectares arforested annually. Erosion affects 18% of the total land mass of Spain. Air pollution is also a problem in Spain. In 2006, Industrial carbon dioxide emissions totaled 223.2 million metric tons, ranking Spain 20th worse pollution compared to the other nations of the world. Industrial and agricultural sources contribute to the nation's water pollution problem. France has been the victim of several major oil spills that resulted in severe environmental damage to France's coastline and caused serious economic harm to France's tourism and fishing industries. In response, the French government has taken a proactive approach to preventing marine pollution by establishing an extended ecological zone into the Mediterranean Sea and imposing more stringent conditions on oil tankers. Spain need practice more for the speed of reaction for the big environment issue in the nation and find more good ways for the citizens to get less lose.
